CLARION aims to contribute to processes that make public institutions more accountable and responsive to the needs and demands of Kenyans. Possible interventions in this thematic area include: undertaking anti corruption workshops, research, publication and dissemination of the study on resource mobilisation in Local Authorities, national secondary schools' essay writing competition and publishing and disseminating report on the state of corruption in the country.

To contribute to the attainment of high standards of performance by Kenya's institutions of governance under a progressive constitutional regime.

-A new progressive national constitution and entrenched culture of constitutionalism in Kenya;
-A culture of total quality management approaches in Kenya's institutions of governance;

-An institutionalised anti-corruption culture within public institutions;
-Improved government-citizen relations and collabora-tion on management of public affairs;
