CLARION aims to contribute to and facilitate the completion of the new constitution and its socialisation among Kenyans. Possible areas of intervention in this thematic area include: undertaking civic education, contributing towards enactment of laws to operationalise the new constitution, monitoring and evaluation of the implementation of the new constitution and its judicial enforcement, reporting on the state of the rule of law under the new constitutional dispensation and researching on the performance of the three arms of government: the executive, legislature and judiciary; and other constitutional offices such as commissions and the office of ombudsman.
