Community Empowerment for the Management of Decentralised Funds Project [CEMDEF]

Introduction

CLARION is implementing the Community Empowerment for Decentralised Funds [CEMDEF] Project. The projected implementation has taken two phases. The initial phase was in Mombasa district, Coast province from January 2006 to October 2006 whereas the second phase takes the form of one-off training and planning workshops.

Project Summary

The project aimed to enhance the capacity of communities within Mombasa District to engage in participatory planning, monitoring and evaluation. Through this intervention, communities in the four constituencies in the district were able to monitor, evaluate and benefit from the Constituencies Development Fund (CDF) and the Local Authorities Transfer Fund (LATF), Constituency Bursary Fund (CBF), Road Maintenance Levy Fund (RMLF) and Constituency the Constituency HIV/AIDS Funds.

The project was implemented through Community Mobilisers and employed various strategies including training, research, community accountability forums, awareness raising and social mobilisation to achieve the planned goal.

Objectives

- Enhance the capacity of community members to engage in participatory planning, monitoring and evaluation.
- Build capacity of community mobilisers, leaders and members of development committees to engage in participatory planning, monitoring and evaluation;
- Raise awareness of community members on the Constituency Development Funds [CDF], Local Authority Transfer Funds [LATF], Constituency Bursary Funds [CBF] and the Constituency HIV/AIDS Funds.
- Enlighten members of the public on participatory frameworks/mechanisms.
- Raise awareness of community members on participatory planning, monitoring and evaluation; and
- Develop and implement community action plans to enhance benefits from Constituency Development Funds [CDF], Local Authority Transfer Funds [LATF], Constituency Bursary Funds [CBF] and the Constituency HIV/AIDS Funds.
